Nali Organization’s Framework for Election Observation and Civic Development (2009 - 2025)
1. Democratic Thesis: Observation as the Safeguard of Citizen Will
Nali Organization firmly believes that elections are the bedrock of any democratic society. For us, election monitoring is not merely a technical task; it is the "Preservation of Voting Dignity and the Guarantee of Political Integrity." Nali works to ensure that citizens exercise their will at the ballot box free from coercion or violence, ensuring that results truly reflect the public mandate.
2. "The White Network": Innovation in Digital Observation
Since 2009, by establishing "The White Network," Nali has revolutionized the methodology of observation:
Digital Infrastructure (Real-time Reporting): We shifted observation from "retrospective storytelling" to immediate data analysis. Utilizing electronic forms and a centralized database, incidents are reported the moment they occur. We believe that an observation report is only an instrument for reform if it is issued in real-time.
Scale of Impact: Over 16 years, Nali has monitored 9 different electoral cycles (Kurdistan Parliament, Provincial Councils, and Iraqi Parliament).
A Civil Army: More than 6,000 civil observers have been trained and deployed under The White Network, forming one of the region's largest professional civil observation grids.
